Abstract
Bu çalışma, mesleki eğitim merkezlerini (MESEM) Türkiye kapitalizminin yeniden yapılanma süreci ve ucuz emek rejiminin kurumsallaşması bağlamında eleştirel bir perspektifle ele almaktadır. Resmi söylemde mesleki eğitimin güçlendirilmesi ve istihdam olanaklarının artırılması hedefiyle sunulan bu program, gerçekte sermayenin artan esnek ve düşük maliyetli işgücü ihtiyacına yanıt veren bir işlev görmektedir. Çalışmada, MESEM’in üretim ilişkileri ile kurduğu bağ analiz edilmekte; çocuk emeğinin kamusal eğitim aracılığıyla meşrulaştırıldığı vurgulanarak pedagojik süreçlerin yerine sermayenin ucuz işgücü ihtiyacının karşılanması hedeflerinin aldığı bir dönüşümün izleri sürülmektedir. Koordinatör öğretmenlerin öğrenci sayısı fazlalığı nedeniyle denetim işlevini yerine getirememesi, işletmelerin kamusal otoriteyi fiilen devre dışı bırakması ve devletin eğitim politikalarını sermaye birikim süreciyle uyumlu hale getirmesi, MESEM’in eğitimden çok emek piyasasının ihtiyaçlarına göre biçimlendirildiğini göstermektedir Çalışmada, MESEM çocuk emeğinin yeniden üretiminde merkezi bir rol oynayan bir politika olarak değerlendirilmektedir. Bu çerçevede, mesleki eğitimin piyasa temelli dönüşümünün sınıfsal eşitsizlikleri nasıl derinleştirdiği irdelenmekte ve MESEM devletin sermaye lehine yeniden yapılandırdığı emek rejiminin kurumsal ifadesi olarak kavranmaktadır.
