Kota akan selalu berubah karena pertumbuhan penduduk, pembangunan infrastruktur, perubahan sosial budaya, perkembangan ekonomi, dan lingkungan. Perubahan ini memberikan identitas baru dan membentuk citra kota. Kawasan Pusaka Civic Center di Kota Pangkalpinang merupakan kawasan pariwisata yang ditetapkan sebagai daya tarik wisata yang perlu ditingkatkan untuk meningkatkan branding Kota Pangkalpinang. Kajian elemen citra kota dilakukan dengan metode deskriptif kualitatif. Hasil dari kajian elemen citra kota ini menunjukkan bahwa Kawasan Pusaka Civic Center memiliki elemen pembentuk citra kota yang lengkap, sehingga dapat dijadikan kawasan untuk meningkatkan branding Kota Pangkalpinang.
