Le premier exercice consiste à délimiter les frontières de l'agriculture urbaine au Québec et dans la CMQ (I). Ensuite il convient de procéder au recensement des acteurs impliqués et des instruments politiques et réglementaires à leur disposition (II). Les compétences des acteurs étant souvent, sinon exclusivement, reliées au territoire où elles s'exercent, il appert qu'une délimitation géographique est indispensable. Une analyse documentaire des instruments juridiques, politiques et stratégiques ayant été recensés a permis de brosser le portrait de l'encadrement à la fois stratégique et juridique de l'agriculture urbaine dans la CMQ (III). La conclusion de ce rapport visera à présenter les principales pistes de réflexion pour envisager un encadrement juridique plus adéquat de l’agriculture urbaine.
