Actualización De La Estrategia Procedimental General De Respuesta Ante Eventos De Emergencia Y Desastres (Emre) A Causa De Remoción En Masa En El Mucipio De Facatativá

Abstract
Por medio del presente Documento se busca actualizar la Estrategia Municipal de Respuesta a Eventos de Emergencia y Desastres (EMRE) a causa de Remoción en masa en el Municipio de Facatativá, el documento se realiza con el objeto de exponer a la Secretaría de Gobierno (Alcaldía de Facatativá) las acciones necesarias que deben tenerse en cuenta, con el fin de garantizar una correctaejecución de respuesta ante este fenómeno amenazante, resaltando la necesidad de llevar a cabo un plan de mitigación, en áreas donde se han desarrollado canteras para la extracción de material para construcción, debido a que estas zonas no fueron recuperadas o reforestadas posteriormente. Estas zonas fueron identificadas como las de mayor susceptibilidad en la zonificación de remoción en masa, hecha para el municipio de Facatativá, haciendo uso del Software Arc-Gis yaplicando la Metodología de Mora y Vharson, la cual tiene en cuenta los factores pasivos o intrínsecos del municipio, entre estos; el uso actual del suelo, las formaciones Litológicas, el Factor Geomorfológico. y los factores de Disparo o externos como lo son; El factor por intensidad de Precipitaciones y grado de Sismicidad para el territorio. Se aclara que la (EMRE) es un instrumento aplicable, basado en los principios de la Gestión del Riesgo, en la que participan diferentes entidades municipales que dan paso a la conformación del Concejo Municipal de la Gestión del Riesgo y Desastres (CMGRD)y su Plan Municipal de Gestión del Riesgo Y Desastres (PMGRD) dando cumplimiento a la LEY 1523 de 2012 Habiéndose realizado la zonificación, se realizó una comparación con la Guía Metodológica para la Elaboración de la Estrategia de Respuesta Municipal a Eventos de Emergencia y Desastres elaborada por la Unidad Nacional para la Gestión del Riesgo y Desastres (UNGRD) evaluando 12 parámetros para establecer en valores porcentuales (%) un estimativo del nivel de preparación de la Estrategia Municipal de respuesta. ABSTRACT Through this Document, the aim is to update the Municipal Strategy for Response to Emergency and Disaster Events (EMRE) due to Mass Removal in the Municipality of Facatativá, the document is made in order to present to the Secretariat of Government (Mayor’s Office of Facatativá) the necessary actions that must be taken into account, in order to guarantee a correct implementation of response to this threatening phenomenon, highlighting the need to carry out a mitigation plan, in areas where quarries have been developed for the extraction of construction material, because these areas were not subsequently recovered or reforested.These areas were identified as those of greatest susceptibility in the zoning of mass removal, made for the municipality of Facatativá, making use of the Arc-Gis Software and applying the Mora and Vharson Methodology, which takes into account the passive or intrinsic factors of the municipality, among these; the current use of the soil, the Lithological formations, the Geomorphological Factor. and the Shooting or external factors as they are; The factor for intensity of Precipitation and degree of Seismicity for the territory. It is clarified that the (EMRE) is an applicable instrument, based on the principles of Risk Management, in which different municipal entities participate that give way to the formation of the Municipal Council of Risk and Disaster Management (CMGRD) and its Municipal Disaster Risk Management Plan (PMGRD) in compliance with LAW 1523 of 2012. Having completed the zoning, a comparison was made with the Methodological Guide for the Development of the Municipal Response Strategy to Emergency and Disaster Events prepared by the National Unit for Risk and Disaster Management (UNGRD) evaluating 12 parameters to establish in percentage values (%) an estimate of the level of preparation of the Municipal Response Strategy.
