Bridging Community Priorities and Urban Climate Action: Insights for Just Urban Transitions from Scarborough, Ontario

Abstract
Cities are increasingly recognized as critical sites for climate action, yet urban climate initiatives can reproduce existing patterns of inequity. This has led to calls for equitable transitions to low carbon cities, or just urban transitions (JUTs). However, there is limited research on practical strategies for pursuing JUTs. This exploratory case study investigates how community priorities can inform strategies for JUTs in Scarborough, Ontario. We collaborated with Malvern Family Resource Centre to conduct ten listening sessions, engaging approximately 100 community members in discussions about their priorities for the future of their neighborhood and city. Data collection included participant observation, workshops, and mapping exercises. Inductive thematic analysis revealed a range of priorities which can be integrated into actions that simultaneously promote justice and climate action within cities. This research supports grounding JUTs in community priorities as an effective approach for pursuing JUTs.
