Abstract
The capital-intensive industrialized food system is a major contributor to the intensifying ecological crisis and deepening social inequity. Urban centres play a key role in this globalized food system given their dependence on imports to feed their large populations. Toronto’s municipal government, representing Canada’s largest city, positions itself as a “leader” in food systems and equity action, citing various initiatives like TransformTO and the Toronto Food Policy Council. Yet, these strategies have done little to meaningfully address the city’s food system amidst rising food insecurity, food bank reliance, and ecological unsustainability. These relatively ineffectual initiatives and inaction on the food/climate justice front more broadly is starkly contrasted by youth food and climate justice advocates in the city demanding and prefiguring radical change to Toronto’s food system. This study examines how Toronto youth involved in ‘food-climate’ justice engage with and relate to the city government regarding their activism and food governance.
