Environmental Policy Over Fair Work: Assessing the Impacts of Item EC6.6 on Private Transportation Company Drivers in Toronto

Abstract
On October 11th, 2023, the City of Toronto adopted Item EC6.6 - Transitioning the Vehicle-for- Hire Industry to Net Zero Emissions by 2030. Under this policy, new licenses for vehicle-for-hire (VFH) drivers will only be issued to those who register and drive zero emissions vehicles (ZEVs). However, existing platform studies and political economy studies research has shown that private transportation company drivers are typically in precarious labour arrangements, and thus cannot bear the burden of electrifying the transportation industry. Through an analysis of primary policy documents and deputations presented to the Economic and Community Development Committee, I answered the following questions: 1) What are the possible implications of the city adopting item EC6.6 in terms of the costs of operating ZEVs for drivers and 2) Does the proposed grant program sufficiently address potential issues? I determined that Item EC6.6 has several possible negative implications for drivers which were not sufficiently addressed.
