Este trabajo de grado analiza la responsabilidad del Estado colombiano por los daños causados a la población civil por minas antipersonal, contrastando el marco jurídico interno con las obligaciones internacionales derivadas de la Convención de Ottawa. A través del estudio de la sentencia de unificación del Consejo de Estado del 7 de marzo de 2018, se examina la compatibilidad de las decisiones judiciales nacionales con los compromisos asumidos por Colombia en materia de desminado, prevención y reparación de víctimas, subrayando la importancia de cumplir con las obligaciones internacionales para evitar condenas internacionales y garantizar la protección efectiva de la población civil.
