Abstract
This thesis project uses black feminist methodologies and policy analysis to explore how Black women in Scarborough subvert the surveillance practices imposed on their communities. Through a focus on the Toronto Anti-Violence Intervention Strategy, established by the City of Toronto and Toronto Police Service in 2005, this study seeks to illuminate how the policy was inherently anti-Black. Further, I seek to highlight the experiences of Black women which are often neglected in public and scholarly discourse on surveillance and policing, especially within a Canadian context. Participants’ stories describe constantly negotiating their encounters with surveillance in Scarborough while simultaneously building Black spaces of safety and networks of care within their communities.
