This thesis explores how educational partnerships operate as technologies of governance. In doing so, it builds upon existing critical literature on partnership by using the concept of neoliberal governmentality to generate new questions for critical inquiry. The project is centred on partnership in Canada, but draws upon international research in order to situate Canadian trends within their global context. It asks how partnership has come to circulate as a new truth in education, both in Canada and abroad, and explores the effects of this discourse. It does so by engaging theoretically with the existing literature, and by analyzing how one Canadian partnership is constructed in discourse.
