Abstract
In 2019, following about four years of sustained student activism against alleged student government malpractice, University of Ottawa undergraduate students voted in a referendum to replace their student government, the Student Federation of the University of Ottawa (SFUO), with a new one, the University of Ottawa Students’ Union (UOSU). To explore the implications of this unprecedented event in Canadian politics and education, perspectives from semi-structured interviews of 22 former students who were part of the movement advocating for change and student journalists who reported on what happened are analyzed. Foucauldian understandings of power relations and governmentality are applied to illustrate how the pervading impacts of neoliberalism can gradually erode governance practices of student governments and other power regimes built around progressive goals to the point where their foundational purposes are compromised. Potential ways to work toward alleviating this problem involve recognizing the inherent consequential political nature of student politics, recognizing the student as subaltern in the context of education micropolitics, and developing policy changes to recognize student government as a level of government.
