Abstract
Atrophy of vigilance is claimed to have occurred within the Public Health Agency of Canada regarding pandemic preparedness. Consequently, Canada may not have been as prepared as it could have been for the COVID-19 pandemic. This thesis focuses on understanding whether atrophy of vigilance occurred in the Public Health Agency of Canada, to what extent, and why, by tracing three pandemic preparedness program areas: the National Emergency Stockpile System, public health surveillance, and the Global Public Health Intelligence Network. Findings demonstrate that the Public Health Agency of Canada aspired to strengthen the two former program areas but largely failed. Regarding the Global Public Health Intelligence Network, though aspirations of strengthening at the start were indeterminate, over time data revealed the Agency set out to strengthen the program area. However, two key decisions by the Public Health Agency of Canada ultimately weakened the program area.
