The following is an edited and updated extract of a paper produced in February 2015, responding to the information sharing provisions in Bill C-51.Since producing that paper, we have spent considerable time working out way through the Security of Canada Information Sharing Act.The more we probe its details, including amendments that the government had made to it, the more confusing we find its content, and the more difficult it is to predict its consequences.In what follows, we identify our chief concerns.
