Abstract
The Blueprint for Global Expansion and Social Transformation is the primary mission document of The Black Flag, establishing the organizational vision for dismantling systemic inequities through a global network of transformative community hubs. This publication articulates the foundational objectives, operational frameworks, and multi-decade expansion roadmap that all other governance instruments, legal frameworks, and operational practices exist to serve and protect. Version 2.2 incorporates comprehensive revisions including subsidiary development integration, financial model refinements with 3.2% tithing structure, Q1 2026 Recovery Phase planning, and Legal Protection Architecture for Associated Individuals. This release supersedes version 2.1.3.2 and is approaching obsolesence by versioning in progress.
