Abstract

This paper presents a resilience-cost optimization framework for the operation of virtual power plants within an active distribution network during wildfire-induced public safety power shutoff (PSPS) events. The proposed stochastic day-ahead scheduling model integrates price-based demand response programs with coordinated and uncoordinated VPP operation strategies. Wildfire impacts are represented through line and point-ofconnection deratings driven by exogenous risk indices, enabling realistic modeling of PSPS-triggered constraints. Simulation results on a modified IEEE 33-bus test system demonstrate that coordinated optimization significantly improves battery energy storage systems utilization, better aligns renewable dispatch with constraint periods, and reduces reliance on upstream imports.
