5G and Digital Transformation in African Cities: A Malawi Perspective
Bibliographic record
Abstract
The rapid urbanization in African cities necessitates robust ICT frameworks to support digital transformation. A qualitative analysis of current telecommunications policies, stakeholder interviews, and a review of existing ICT initiatives in Malawi's cities. The integration of 5G technology is projected to increase internet speeds by up to 10x within urban networks, supporting the growth of e-commerce, smart city applications, and remote healthcare services. While there are challenges related to infrastructure investment and regulatory frameworks, the potential benefits for digital transformation in Malawi's cities are significant. Develop a strategic plan that includes targeted investments in 5G technology, alongside supportive policies and public-private partnerships. Model estimation used $\hat{\theta}=argmin_{\theta}\sum_i\ell(y_i,f_\theta(x_i))+\lambda\lVert\theta\rVert_2^2$, with performance evaluated using out-of-sample error.
Fetched live from OpenAlex and de-inverted. Abstracts are not stored in this database: the inverted indexes are 8.6 GB of the frame’s 9.3 GB of text, and the host has 13 GB free.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one teacher head, not a consensus.
