Whose equality? An analysis of FIAP’s implementation in Jamaica/CARICOM nations

Abstract
Since the mid-2010s, Canada’s engagement with the Commonwealth Caribbean has shown some signs of a reset. Not only was the Canada-Caribbean relationship in rebuild mode, but international development assistance, a core feature of this engagement, was guided by Canada’s Feminist International Assistance Policy (FIAP). This paper uses a mixed methods design to investigate how FIAP is landing in CARICOM nations, with particular emphasis on Jamaica. Guided by themes from institutional theory, particularly notions of incentives and constraints, this work finds that FIAP is advancing gender conversations in the region, but conceptual and operational challenges constrain its implementation. These lie not only in how gender equality is understood in the Caribbean context, but also in the approach through which FIAP is operationalized in practice, and the need for a deeper appreciation of the region’s history and the intersecting realities of race, class, and gender that shape Caribbean security and justice institutions.
