La urbanización del margen del río opuesto al asentamiento histórico ha resultado siempre una tarea lenta y costosa. En el caso de Balaguer la superación de esta barrera urbana también se demoró en demasía, iniciándose en el 1939 con la construcción de un nuevo puente y la posterior urbanización de una avenida que la uniera a la estación de ferrocarril, una de las pocas infraestructuras que ocupaban el margen izquierdo. Iniciándose en ese momento la planificación del ensanche. Siendo los grupos de vivienda protegida las siguientes inversiones en este margen, con la finalidad de paliar el grave problema de la vivienda.
