Abstract

Partagé entre les provinces du Québec et de l’Ontario et s’étalant sur plus de 200 municipalités, le bassin versant de la rivière des Outaouais illustre la complexité de la gestion intégrée de l’eau en contexte transfrontalier et multiniveaux. Nos résultats montrent que la gouvernance de l’eau sur ce bassin est limitée par un manque de coordination entre les acteurs impliqués, dû à la diversité des priorités et à l’absence de protocoles harmonisés. Le contexte multijuridictionnel complique également la situation avec des chevauchements législatifs et la dispersion des responsabilités parmi plusieurs entités. En outre, les organismes de gestion québécois et ontariens, confrontés à un financement instable et insuffisant, peinent à mettre en place des mécanismes de gouvernance de l’eau efficaces et durables sur ce bassin.
