Compétences, enjeux et défis politiques associés à la fonction de direction d’établissement en contexte québécois de nouvelle gouvernance scolaire

Abstract
Cet article analyse les compétences politiques nécessaires aux directions d’établissements scolaires du Québec à la suite de l’adoption des lois 40 (2020) et 23 (2023). S’appuyant, sur le plan théorique, sur l’approche cognitive et normative d’analyse des politiques publiques et sur les notions de communauté de politique publique, de décommunautarisation et de fast-politique, l’étude recourt, sur le plan méthodologique, à l’analyse documentaire et à l’observation participante. Sont mises en évidence trois compétences clés (capacitation, sens politique et agir éthique), ainsi que trois enjeux (gouvernance, gestion du changement et relations école-famille-communauté) et trois défis structurants (veille stratégique, action réflexive et courage politique), cela afin d’éclairer les nouvelles exigences de la fonction de direction scolaire.
