Notre pays possède un littoral qui concentre de nombreuses ressources et opportunités. Sa richesse en biodiversité marine et ses sites spectaculaires offrent une opportunité considérable pour la pêche, la culture maritime et le tourisme, ce qui impose une responsabilité pour l'exploitation et la préservation des écosystèmes marins via la vulgarisation et la recherche méditerranéenne par la mise en place d'équipements (comme des centres de formation, des centres et des laboratoires de recherche,) qui peuvent participer à la préservation et la valorisation de l'état écologique d’une part de l’activité éco-polluante figuré par la pêche et d’autre part d’une activité de plaisance représentée par le tourisme tout en profitant de sa production économique et culturelle à travers la sensibilisation et la prédilection de l’écologie halieutique, dont le but est de rapprocher l'homme de l'environnement maritime et de pouvoir transférer les organismes des écosystèmes de l'environnement au laboratoire, aussi de créer des infrastructures nouvelles comme notre cas, un centre de préservation et de valorisation faunique et floristique marinequi s'adapte avec toutes les potentialités du milieu touristique tout en intégrant les innovations et les systèmes technologiques les plus récentes pour créer un projet médiateur et innovent dédié à la mer offrant des activités maritime culturelles et touristique.
