Abstract
Het Europese emissiehandelssysteem voor fossiele brandstoffen (hierna ETS-II; zie bijlage 6 en 7) is onderdeel van het Fit-for-55-pakket en dient de uitstoot van CO2 kosteneffectief te verminderen.Doordat de CO2-emissies in de betreffende sectoren onder een aflopend EU-breed emissieplafond moeten blijven, biedt het ETS-II zekerheid dat CO2-emissies in de EU afnemen en zorgt daarmee ook voor duidelijkheid voor consumenten en bedrijven.In de Voorjaarsnota van 2023 is de Kamer voor het eerst geïnformeerd over het voornemen om het ETSII nationaal zo breed mogelijk in te voeren middels de zogenaamde opt-in.De opt-in levert een belangrijke bijdrage aan de klimaatdoelen en voorkomt significante problemen rondom de uitvoerbaarheid, fraudebestendigheid en handhaafbaarheid van het ETSII.In het voorjaar van 2024 is op basis van een impactanalyse van Wageningen Social & Economic Research het besluit genomen om de visserijsector niet onder ETS-II te brengen.Voor deze sector bestaan er Europeesrechtelijke beperkingen in subsidieverlening voor verduurzaming in de visserij en is specifiek sprake van een bijzondere kwetsbaarheid voor een ongelijk speelveld met concurrerende visserijlanden in de EU.In 2024 werd duidelijke dat binnenvaart wel meeging in de ETS-II en visserij niet.
