Erased expectations. An eye-opener on the administrative burden of social assistance and institutional violence

Abstract
Our research was conducted over a period of approximately one year with people receiving last-resort financial assistance in Quebec who had encountered difficulties accessing a program or maintaining their benefits. We documented the evolution of their expectations of the institution following a series of administrative or legal episodes. The article shows how the experience of administrative burden mirrors unmet expectations in terms of institutional efficiency, personalized support and fair and equitable treatment. The analysis reveals that the common thread running through these various unfulfilled expectations is an experience of institutional violence, which prompts the redirection of expectations towards intermediate actors in public action.
