Abstract
Since the 1990s, cooperation in pharmaceutical regulation has been encouraged by various international organizations with the aim of making efficient use of resources. This cooperation has also been incorporated into the rules of economic integration agreements, under the argument of eliminating barriers to trade. In North America, such provisions were gradually adopted beginning with the North American Free Trade Agreement (nafta) and expanded in the United States-Mexico-Canada Agreement (usmca). These rules have ranged from reciprocity to asymmetry with respect to the responsibilities of the States Parties. This asymmetry has reflected national health policies, particularly those of Mexico since 2010.
