Diamniadio, a new town located 30 kilometers from Dakar, is a central component of Senegal’s Plan for Emergence. Designed to ease congestion in the capital and project the image of a modern and attractive country, it relies on strong state-led governance and emblematic infrastructures. However, the town has yet to develop a solid social base: low population levels, limited services, and fragmented uses reveal the gap between political showcase and actual urban development.
