Rivierenland (Betuwe, Bommelerwaard en Land van Maas en Waal) heeft een overwegend agrarisch karakter, er liggen vijf tuinbouwgebieden dicht bij elkaar. Tussen deze gebieden is weinig samenwerking. De tuinbouw zorgt lokaal voor veel toegevoegde waarde en werkgelegenheid, maar moet wel moderniseren De gemiddelde bedrijfsgrootte leidt tot relatief ongunstige bedrijfsprestaties, de logistiek in het gebied is versnipperd en nieuwe ontwikkelingen botsen met landschapswaarden. Door meer samenwerking, onderling en in de tuinbouwketen, willen de clusters hun economische positie versterken. Dit moet tevens bijdragen aan het behoud van het karakteristieke landschap.
