Cet article traite de la façon dont les élites québécoises participent aux campagnes des emprunts de la Victoire de 1941 à 1945. En analysant la composition du comité provincial ainsi que les discours relatifs à l’initiative fédérale dans les journaux francophones et anglophones, il est possible de déterminer l’identité des individus engagés dans l’organisation provinciale et l’argumentaire mis de l’avant pour inciter les Québécois à acheter des obligations de la Victoire. L’analyse permet de faire ressortir le poids de l’implication de leaders québécois, mais aussi l’utilisation de thèmes communs aux deux groupes linguistiques.
