Aim in this paper is to clarify development and problem in Educational Welfare. I hope to strengthen Well-being for Children and Youth which Dr. Takahashi Shigehiro introduces from Canada. I clarify development in Educational Welfare as follows. "Equality of chance for education" at educational reform after World War Ⅱ/ Start in educational welfare study/ Development in educational welfare study/ "Pedagogy for liberation" and declaration for learning right/ Decline of interest in poverty and mental support/ Educational welfare against Economical gap, poverty, social exclusion. I point out problems in Educational Welfare as follows. First, material problem needs reduction of educational expense, impartially secondary school, support for family bringing up children, training of teachers and school social workers. Second, value problem needs to spread cooperative philosophy, basic legal rights of labor and community development for welfare.
