Abstract
This article documents the historical process of introducing beluga whales to the Aquas aquarium, located in Gōtsu and Hamada cities, Shimane Prefecture, based on interviews with key participants. The story begins in October 1991, just before the collapse of the Soviet Union, when the Tottori-Shimane Friendship Delegation visited Vladivostok and Nakhodka at the invitation of the Primorsky Krai Administration in the Russian Federation. During this visit, Nobuyoshi Sumida, the then Governor of Shimane Prefecture, happened to see belugas while taking a walk. This encounter became the catalyst for featuring the charming animal as the main attraction of Aquas, which opened in 2001 as part of the Iwami Seaside Park development plan. Despite the ups and downs in Japan-Russia relations, the belugas, an enduring symbol of regional exchange, have spent nearly quarter of a century as cherished icons of Shimane.
