Abstract
カナダは2 言語教育が進んでおり、その取り組みは、2020年度から小学校5 年生から英語教科化が始まった日本における英語教育に対して一定の示唆を与えると思われる。10州と3 つの準州から成るカナダは連邦レベルでは英語とフランス語が公用語とされているが、2 つの州と1 つの準州及び首都オタワ付近以外の地域では、カナダ国民は日常生活でフランス語を使う機会は非常に少ない。学齢期においては、公用語がフランス語であるケベック州では英語が、公用語が英語であるその他の州ではフランス語が、必修科目となっている。本稿は現在のカナダの英語圏において、第二言語としての英語及びフランス語の学びがどのようになされているのか、それらの学びにおいてどのような課題があるのかを述べた。 まず第二言語としての英語の学びにおいては、母語または家庭で話される言語が英語でない子どもたちが対象となるが、英語圏のオンタリオ州教育省は指針の中で、学校や家庭において母語をサポートし続けることが英語の学びに繋がることを述べている。 また第二言語としてのフランス語の学びにおいては、コアフレンチ及びイマージョン教育プログラムが設定され、子どもや保護者の希望によってプログラムを選択することができる。イマージョン教育の開始年齢やどの科目をフランス語で学ぶかについて、同一州内でも地区により異なる。その具体例をいくつか挙げるとともに、バイリンガルになるために有効とされるイマージョンプログラムに参加しても、継続し続けることは難しいという現状を示した。また、学齢期に英仏のバイリンガルであっても、卒業後もバイリンガルであり続けることの困難さも明らかになった。 このようなカナダでの二言語教育の取り組みから、日本における英語教育に対してどのような示唆を得ることができるか、について論じた。
