Abstract

This paper is intended to show the applicability of the hypothetical model for risk communication, which I previously introduced, to controversies in BSE (Bovine Spongiform Encephalopathy). Arguments dealt in this paper were mainly focused on debates around laying / lifting embargo of US and/or Canadian beef to Japan. Applying this model to these arguments, they can be categorized into 3, and the structure of risk communication is proposed. This finding would be able to afford better mutual understanding and communication, as well as revealing the mechanism how arguments would be mixed up.
