Abstract

Korea started its English education from 3rd graders in primary schools in 1997 ,whereas Japanese government has decided to start their elementary English program in 2007. It means that Korea has been going ten years forward. Therefore, the research on Korea English education can be beneficial to Japan. This paper especially focuses on the in-service training executed by Gangwon Provincial government about 150 kilometers from Seoul. The programs have given various occasions to retrain Korean teachers at foreign universities, national universities and English language institutions like `English villages' in the province. This paper specifies the in-service training program given to the Korean teachers at Alberta University in Canada, the program executed at Chunchon National university of Education and the program by Gangwon English language center.
