Abstract
Social inclusion of former inmates is required to prevent their reoffending. From this aspect, this article focused on the correlational ties between correctional facility and community as one of the important factors for direct and indirect“ contact”（ Allport, 1954） and discussed the significance of a contact with respect to the social inclusion of former inmates. In this study, I have examined the case of the correctional system of CSC （Correctional Service Canada） which successfully expanded the relationship of the correctional facility and its neighboring community. Based on their documents open to the public, I have studied their facets and analyzed the implication of their alliance（ linkage） program for the promotion of social inclusion. In closing, I discussed the strategic direction to prevent reoffending in Japan.
