La télésurveillance est une branche de la télémédecine définie comme l'utilisation de technologies de communication pour surveiller et transmettre des données sur l'état de santé des patients aux professionnels de santé à distance. Elle peut améliorer la gestion de l'insuffisance cardiaque, mais il n'existe pas de cadre d'évaluation standardisé permettant d'évaluer son impact global. Dans cette thèse, nos objectifs étaient de construire un cadre d'évaluation multidimensionnel pour les projets de télésurveillance de l'insuffisance cardiaque, tout en listant et en organisant les critères et les indicateurs d'évaluation. Afin d'atteindre ces objectifs, nous avons d'abord effectué une revue systématique sur les études d’évaluation pour les systèmes de télésurveillance de l’insuffisance cardiaque. Nous avons constaté que les cadres existants dans la littérature se concentrent principalement sur les dimensions clinique et économique du projet et beaucoup moins sur les dimensions technique et organisationnelle. Par conséquent, cette thèse se concentre sur les critères et les indicateurs techniques et organisationnels pertinents pour construire ce cadre d'évaluation. La dimension d'évaluation technique a été construite en collaboration avec des experts en télémédecine et des utilisateurs finaux. La construction de la dimension organisationnelle a fait l'objet d'une enquête de consensus Delphi pour valider les critères et les hiérarchisér en fonction de leur degré d'importance en collaborant avec différents experts en France et au Québec. Notre cadre d'évaluation de la télésurveillance couvre 5 dimensions : clinique, économique, technique, organisationnelle et éducation, réparties tout au long du cycle de vie du projet de télésurveillance.
