Abstract
Negara menjamin tumbuh kembang anak secara fisik, mental, dan emosional serta wajib melindungi anak dari segala bentuk kekerasan dan diskriminasi di lingkungan keluarga, masyarakat, maupun lembaga lainnya, namun kasus meninggalnya seorang anak laki-laki berusia 8 tahun berinisial MI, siswa kelas 2 SD di SDN 024 Tarakan pada Agustus 2024 yang diduga akibat luka bekas pemukulan oleh teman sekelasnya FA menunjukkan masih lemahnya perlindungan anak, sejalan dengan Data SIMFONI KPPPA RI yang mencatat bahwa di Provinsi Kalimantan Utara pada periode 2020–2024 terdapat 746 kasus kekerasan terhadap anak yang didominasi kekerasan fisik, psikis, dan seksual yang dipicu oleh pengasuhan tidak layak, sehingga rekomendasi ini disusun untuk memberikan masukan atas permasalahan tersebut agar ke depan pengasuhan anak yang layak dapat berkontribusi dalam membangun Kaltara Emas menuju Indonesia Emas Tahun 2045.
