Los alcances de la reforma educativa en México y el difícil equilibrio entre autoridad del gobierno y gobernabilidad sindical

Abstract
En este trabajo se realiza un recuento de los alcances de la reforma educativa en México durante la década 2000-2010, de igual forma se analizan los términos en que los líderes del Sindicato Nacional de Trabajadores de la Educación (snte) pudieron limitar los propósitos de cambio de la política educativa a nivel nacional. Se sostiene que pese a no variar la histórica relación presidencialista entre el snte y el gobierno federal durante los sexenios del Partido Acción Nacional (pan), la dirigencia de este sindicato fortaleció su capacidad de veto frente a las políticas educativas, el cual aplicó, acotando con ello los propósitos de cambio, cuando se consideró que dar entrada a las propuestas gubernamentales se convertía en una amenaza para que los líderes del sindicato magisterial pudieran mantener el control vertical sobre snte, o bien, generaban problemas para limitar a sus adversarios externos y a los disidentes dentro del gremio.
