Dampak Perubahan Tata Guna Lahan Terhadap Peningkatan Debit Banjir Pada DAS Ampal Kota Balikpapan

Abstract
Daerah Aliran Sungai (DAS) Ampal merupakan salah satu wilayah sistem drainase yang berada di daerah terbangun yang relatif padat, dan memiliki arti penting dari aspek sosial ekonomi kota. DAS Ampal terletak di Kecamatan Balikpapan Selatan Kota Balikpapan Provinsi Kalimantan Timur. DAS seluas 2.800,19 ha ini memiliki sungai sepanjang 4,69 km. Sistem Drainase Ampal atau Klandasan Besar terdiri dari saluran primer yang berupa alur sungai asli yang langsung bermuara ke laut. Pada musim penghujan, debit yang mengalir dari hulu sungai Ampal cukup besar dan sering melampaui kapasitas alir sungai, sehingga menyebabkan terjadinya luapan air ke lahan di kiri dan kanan sungai. Tujuan penelitian ini adalah mengetahui dampak pembangunan atau penggunaan lahan untuk kawasan terbangun terhadap peningkatan debit banjir yang melimpas. Tahapan analisis dimulai dari analisis hujan periode ulang dengan menggunakan data hujan harian maksimum. Hasil analisis hujan periode ulang kemudian dilanjutkan dengan analisis penggunaan lahan untuk memperoleh nilai koefisien pengaliran (C) berdasarkan kondisi tutupan lahan DAS Ampal. Analisis penggunaan lahan dilakukan dalam dua kondisi yaitu eksisting tahun 2019 dan rencana penggunaan lahan sesuai RTRW 2011-2031 pada tahun 2032. Dari hasil analisis besarnya nilai koefisien pengaliran DAS Ampal, dilanjutkan dengan menganalisis besarnya debit banjir kondisi eksisting dan rencana akibat hujan yang membebani sungai Ampal. Diperoleh hasil yang membuktikan bahwa perubahan tata guna lahan yang terjadi di DAS Ampal berdampak pada peningkatan debit banjir yang mencapai 105% berbanding lurus dengan besarnya peningkatan koefisien pengaliran. Debit banjir maksimum dengan periode ulang 20 tahun yang mengalir pada DAS Ampal pada tahun 2032 mencapai 636,05 m3/det.
