Résumé L'année dernière ma chronique portait sur les actualités pour l'année 2011, ce qui a été frustrant pour moi dans la mesure où j'ai écrit cette chronique à la fin de l'année 2012, et qu'il y avait beaucoup à dire sur la période fin 2011-fin 2012…Cela me donnait l'impression de faire de l'histoire et non pas du droit positif. C'est un plaisir de pouvoir pour cette année faire porter ma chronique sur deux années d'évolutions : de janvier 2012 à la fin de l'année 2013. L'année prochaine je me concentrerai sur 2014.
