Depuis 1996, la Banque mondiale et son département de recherche ont développé six indicateurs dénommés « Indicateurs mondiaux de la gouvernance » (IMG) pour mesurer la qualité des pays. S’appuyant sur une analyse de la littérature scientifique existante ainsi que sur la collecte de données brutes, c et article montre que les enjeux conceptuels et empiriques liés à la construction d’indicateurs sur la gouvernance posent des questions. En effet, procéder avec exactitude à une comparaison de la gouvernance entre des différents pays au moyen d’indicateurs agrégés semble être une méthode peu fiable. Ce manque de fiabilité s’explique principalement par le fait que les « Indicateurs mondiaux de la gouvernance » sont construits à partir de données liées à la perception d’un certain nombre de phénomènes. T el est notamment le cas de l’indicateur mesurant la « maîtrise de la corruption », qui dépend, en réalité largement de la perception de ce qu’est la corruption. Par ailleurs, c haque indicateur étant issu de sources de données élaborées selon des perspectives ou des concepts différents, le modèle agrégé semble ne pas être en mesure de rendre compte de chaque situation particulière.
