Abstract
Cet article examine la manière dont l’administration belge redéfinit, au quotidien, les mobilités migratoires dites « privilégiées » à travers la mise en oeuvre de la politique de regroupement familial. En s’appuyant sur une ethnographie menée au sein de l’Office des étrangers, administration fédérale chargée de l’application de cette politique, cette étude met en lumière le rôle central des fonctionnaires dans la construction de catégories de mobilités « désirables ». Ces dernières sont définies à travers des critères nationaux et socioéconomiques ainsi que des récits administratifs typifiés racialisant la figure du travailleur qualifié. Ces catégorisations induisent de la confiance chez les agents administratifs, ce qui se traduit par un traitement accéléré et un allégement des contrôles. Ce traitement contraste fortement avec la logique de soupçon généralement associée aux pratiques des fonctionnaires responsables du contrôle migratoire. Ainsi, cet article met en évidence le rôle structurant de l’administration dans la construction des mobilités désirables, et plus largement, dans la production de hiérarchies migratoires.
