Abstract
The thesis regards substantive injustices suffered by people seeking or receiving social benefits from the Quebec State, but that do not fit within the parameters of human rights law. It notably explores the historical, economical, political and philosophical context in which injustices occur legally in administrative law’s social sphere. It suggests a theoretical framework to understand what we mean by a "substantive administrative injustice" in the social law context, as well as a reform proposal to reduce the occurence of such injustices in Quebec
