Abstract
Japanese agricultural insurance consists of multiple-peril crop insurance established in 1947 and whole-farm revenue insurance established in 2017.Revenue insurance is the tool that provide agricultural producers with protection against income and production losses, helping them manage risks that threaten the viability of their farms.Revenue insurance and other farm income stabilization programs, such as crop insurance, vegetable price stabilization program, counter-cyclical payment program for rice and field crops, are alternative.As revenue insurance can finally address declining farm income by using tax return data, we propose the establishment of multi-layered farm safety net with revenue insurance as core, like US and Canada.
