Implementing Alberta's water for life strategy: An irrigation industry perspective

Abstract
Alberta's answer to its water challenges has been the development of a comprehensive long-term water strategy entitled Water for Life: Alberta's Strategy for Sustainability. Since irrigators are by far the dominant water users in Alberta, the participation of that sector will be critical to the successful implementation of the province's long-term water strategy. This study asked irrigation district managers and members of the districts' board of directors to provide their views on the reaction of irrigators within their district to the strategy. Results show that irrigators do not wholeheartedly embrace the strategy's 30% efficiency and productivity target, and have little faith in the use of economic instruments to do so. Irrigators believe that some gains may be possible but only incremental, and the approach should vary by irrigation district and be voluntary.
