VIA Rail Canada celebrated the 100th anniversary of its signature eastern train, the Ocean, in 2004. VIA was going to convert this line entirely to European-style Renaissance cars but has been unable to do so because of delays in winterization and retrofitting of the cars. VIA had to upgrade the steps and piping on the Renaissance cars and install a centralized wheel-bearing-monitoring system. The fact that all cars are permanently coupled to each other presents a maintenance challenge. Another challenge arose when VIA learned that its Renaissance cars did not meet the accessibility guidelines of the Council of Canadians with Disabilities. The Canadian Transportation Agency ordered VIA to implement 14 modifications ranging from widening doors to providing more space for service animals. Furthermore, the service-car lounges in Renaissance cars are small, and the cars lack open sections, roomettes and triple bedrooms, and the diner has a serving pantry but no kitchen. Thus, it is uncertain when the full transition to a Renaissance fleet will take place.
