With Canada leading the way, remote control technology has slowly penetrated rail yards and terminals in the United States. Today, two years after arbitration awarded the United Transportation Union the right to operate locomotives using remote control, there are an estinated 1,500 systems in use by North American carriers, including 23 U.S. railroads. U.S. railroad experience clearly indicates that remote control is safe and efficient. Federal Railroad Administration's (FRA) interim remote control locomotive (RCL) report showed that from May 1, 2003 through November 30, 2003, the RCL train accident rate was 13.5% lower than that of conventional switching operations during the same period, and the employee injury rate was 57.1% lower. FRA analysis also found that human error was the cause of nearly all accidents/injuries involving RCL operations to date.
