Abstract
The 1929 Warsaw Convention governs liability for the international carriage of cargo, as well as passengers. This international treaty sets uniform rules as to the rights and obligations between air carriers and users of international air transportation and creates uniformity with respect to transportation documentation. The Convention was amended by The Hague Protocol and the Montreal Protocol No. 4 (MP-4). The paper describes the different provisions of the Convention and its amendments as they apply to the carriage of cargo. It explains how to determine which set of rules applies to a specific transaction. It also outlines the major changes made by the Hague Protocol and MP-4 to the original provisions of the Warsaw Convention.
