De tevredenheid van klanten correleert positief met de tevredenheid van medewerkers. Deze samenhang wordt gevonden in Prisma-onderzoek naar functioneren van rechtbanken, in Citizen First onderzoek naar publieke dienstverlening in Canada en in het BZK-project 'Prettig Contact met de Overheid'. Personeelsbeleid is een investering die ook ten goede komt aan de burger. Diverse beleidsproblemen zijn gebaat bij geslaagde communicatie tussen overheidsfunctionarissen en burgers.
