Abstract
The 2007 Rail Project Survey of Metro Magazine shows New York City Transit holding onto the top spot in terms of project costs slated for the year, with $7.54 billion. Helping push it to the top again is the Second Avenue Subway, which just broke ground, and which is the first new subway line in NYC in more than 70 years. New Jersey Transit made a large leap from 28 to number 3, but most of last year's top agencies maintained similar rankings from last year. Although the survey is usually called the Top 50, cancellations and completions made it impossible to reach that number. Two notable projects that were halted were in Ottawa, Ontario, whose $653 million light rail project was terminated, and Triangle Transit Authority's $809 million project that was cancelled because it was unable to secure full funding. There is a slight decrease in project costs from the last two years, down about $1 billion. New projects for the list are also noted, along with statistics for the top 47 projects in terms of cost nationwide.

Full frame machine prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one source (direct Gemma or distilled Codex), not a consensus.
