Abstract
Cet article se propose d?evaluer le role du Quebec comme entite subetatique dans le processus qui a mene l'UNESCO a preparer un avant-projet de convention sur la protection de la diversite des contenus culturels et des expressions artistiques. Ce cas illustre bien comment une entite subetatique comme le Quebec a pu developper, a travers les mecanismes de la cooperation internationale, son propre reseau de soutien. Cette etude de cas apporte un eclairage sur les strategies subetatiques des entites federees qui, par leur acces aux reseaux diplomatiques internationaux et aux negociations internationales, nous oblige desormais a considerer leurs activites internationales comme une diplomatie differente des gouvernements centraux au sein desquels elles evoluent.
