Abstract

This volume consists of eleven papers that survey the state of the art in research and public policy regarding specific problems and opportunities confronted by resource communities. The papers are international in scope, dealing with the experiences of resource communities in four nations-Canada, Norway, the United Kingdom, and the United States. The decade 1972-1982 was a turbulent one for resource development in the Western industrialized nations. The environmental movement led to state and national systems of regulation and control over this type of activity during the early 1970s, and rapid economic growth and the energy crisis stimulated resource development, particularly energy resource development, of an unprecedented scale during the middle years. Finally, the end of the decade witnessed a dramatic decline in resource development as a result of severe economic recession and an energy surplus. The effects of these sudden and significant changes have been felt most sharply by resource communities the small, often isolated and dependent towns that are focus of this book.
